MSAPR - 2019 Schedule 9 and Schedule 10 Reports Due July 1, 2020

MSAPR - 2019 Schedule 9 and Schedule 10 Reports Due July 1, 2020

The 2019 reporting deadline is fast approaching for the submission of the Schedule 9 and 10 reports for part 2 of Canada’s Multi-Sector Air Pollutants Regulations (MSAPR). If you have yet to submit those reports, you still have time to get them in by July 1, 2020.

If you have not had the chance yet to talk to a member of the Detechtion team regarding MSAPR and Detechtion's solution built into the Enalysis software, reach out and we will be happy to assist you. Otherwise, below is a helpful reminder on the types of details you should be aware of for the corresponding reports.

2019 Schedule 9 Report

  • Register units to the registry that were added in 2019. This includes pre-existing, modern and replacement units (turbines/motors).

  • Remove units from the registry that are no longer operating (eg. Surplus) or have been divested.
  • Manage change for registered assets. This includes assets that have:
    • Moved (changed facilities).
    • Had emission control systems installed.

2020 Schedule 10 Report

A schedule 10 report will need to be submitted for the 2019 reporting year if your fleet has active modern engines. For modern engines, an initial performance test needs to be performed within 12 months after the first operating hour as regular-use. If you have performed either the initial performance test or subsequent performance tests or emissions checks, you will need to submit the results of the performance test(s) or emission check(s) as part of the Schedule 10 Report.

Considerations for Ongoing Compliance

As MSAPR compliance is part of an ongoing process, below are some of the near term time lines and guidance we recommend you consider. Firstly, if you haven't done so already, we recommend determining which compliance option [Flat Limit vs. Yearly Average] you will choose for your compliance between 2021-2025. Depending on that choice, the timelines below can be used as a guide for achieving compliance.

Flat Limit (Subset)

  • 2020-07-01 - Maintain and Submit the Schedule 9 and 10 Report (For Modern Engines) for 2019
  • 2020-12-31 - Finalize 2021 Compliance Plan, and Coordinate Engine Upgrades and Testing
  • 2021-07-01 - Maintain and Submit the Schedule 9 and 10 Report (For Modern Engines) for 2020
  • 2021-12-31 - Complete Performance Testing for All Units Designated to Subset
  • 2022-07-01 - Submit Schedule 9 Registry (includes Subset Assignment), Submit Schedule 10 Report (Performance Test Results, Low Use Hours, Compliance Reports)

Fleet Average (Subgroup)

  • 2020-07-01 - Maintain and Submit the Schedule 9 and 10 Report (For Modern Engines) for 2019
  • 2020-12-31 - Complete Necessary upgrades and Performance Testing for All Units Designated a Non-Default Emissions Value
  • 2021-07-01 - Maintain and Submit the Submit Schedule 9 and 10 Report (For Modern Engines) for 2020
  • 2022-07-01 - Submit Schedule 9 Registry, Submit Schedule 10 Report (Performance Test Results, Low Use Hours, Compliance Reports)
